Most insoles are made just for you and she likely tried to treat you conservatively. I would let your podiatrist know they did not work as she may be able to adjust them. The State Medical Board would likely take a complaint from you but once again it is not like the doctor did anything wrong warranting formal action or even an investigation by the medical board.
