what is the best website hosting site?
Doesn’t have to be free, willing to pay a small amount, as long as it has some good tools, templates, marketing program, affiliate program, business tools, etc?

Free websites are not always your best bet… you take a chance with pop-up ads, hosts disappearing, no support, and little in the way of features.
I can only guarantee they will all have a little downtime.
I’ve not found one with more goodies, space, bandwidth, and support than dreamhost.com.
HI.
For what you are looking for I would suggest you go to http://freewebhosting.ws
They have all that you are asking for. They are affordable with a plan for thirty dollars a year. The the support team is friendly and very helpful.
Check them out.
http://www.LocoDomains.com or http://www.JuicyHosting.com they both are very very good
+1 dreamhost http://dreamhost.pinologic.com
There is only one company I would recommend (and i’ve tried a lot including GoDaddy). For value for money, features, reliability and customer services I recommend 1&1!!!
They have some great deals. Even their basic home package comes with great tools as well as a free domain name.
Plus, use this link and you should get a 25% discount…

I run a small web design company (Destinetics.com) and own over 20 domains. 1&1 are easy to deal with and I can’t praise them enough!!!

I have several of the most popular free hosts listed below. If you need your own domain and you are willing to pay a nominal fee then http://www.godaddy.com would be your best option.
Microsoft Office Live offers a free domain http://office.microsoft.com/en-us/officelive/FX101534261033.aspx but it will include their logo and link to their service on your site. They are hoping to snag a large share of the market by offering a free domain, hosting and 500MB of storage. It will require a credit card to verify your age.
You can also visit http://www.dot.tk/ and register a free domain but it will end in .tk rather than .com.
